18/10/2012: Why do some NGOs fail to influence the international climate negotiations while others succeed? Johannes Kruse of the Bremen International Graduate School of Social Sciences suggests some of the opportunities and constraints for NGO climate advocacy. While the first two sections review the existing literature and develop an analytical framework, the third section (pages 8-14) provides an excellent overview of NGO participation in the UNFCCC process and reflects on why some advocacy efforts might succeed while others fail. For example, should we rally around the conference centre or meet the negotiators face-to-face?
