22/8/2012: The Vietnam NGO Climate Change Working Group (CCWG) was founded in 2008, aiming at reducing vulnerability and increasing resilience of poor people to the impacts of climate change through NGO coordination, capacity building and advocacy. CCWG has been emerging as the most active climate change professional network in Vietnam with strong network outreach and well-established cooperation with the government.

Vietnam-NGO-Climate-Change-Working-GroupIn an effort to influencing the Government of Vietnam and other key stakeholders to enable the poor and most vulnerable people in Viet Nam to increase their resilience to climate change and climate related disasters, a Joint Advocacy Strategy was co-developed by Climate Change Working Group (CCWG) and Disaster Management Working Group (DMWG). To better inform the development of the strategy, it is important that both working groups understand thoroughly the policy context in Vietnam and to establish strong partnership with the government.

CCWG functions as a self-sustained network where all members join and contribute on a voluntary basis. It marked a significant milestone in late 2011 when the group officially signed an MOU with Department of Metrology, Hydrology and Climate Change - Ministry of Natural Resources and Environment. This agency is the focal point for National Target Program to respond to climate change in Vietnam. By strengthening network and advocating at both national and sub-national levels, CCWG is directing government policies and programs to meet the needs of the poor and most vulnerable people.

CCWG as an effective learning and sharing platform
NGOs in Vietnam are engaging with climate change in a variety of ways and many are seeking information to develop their organisational strategy and position in relation to climate change issues. CCWG enables both international and local NGOs to share and learn from each other, form alliances where they have common goals and shared interests. Three (3) thematic groups under CCWG (Mitigation, Adaptation, Awareness and Behaviour Change) undertake their own initiatives and develop action plans which are in line with the group common strategy.

Currently, CCWG owns a mailing list of more than 600 subscribers through which climate change related activities and information are constantly shared and discussed widely among members. A monthly meeting is fixed on the first Thursday of the month and open to all people who are interested. Members appreciate the useful learning through these regular meetings with diversified presentations, researches and sharing of practical experience at grassroot level.

Advocating NGOs' good practices in responding to climate change
NGOs hand-on experience in various community work can be communicated and inform policies at district, provincial, national levels. Recognizing that individual NGOs have different positions and strengths on certain climate change issues, CCWG has documented and released two booklets on "Experience of Non-governmental Organizations in Vietnam in Responding to Climate Change" with a long report and a summary version. The materials aim at introducing successful models developed by NGOs to policy-makers, researchers, local authorities and public audiences, thus enhancing the replication of those practices/models in a larger scale.

Enhancing cooperation with the Vietnam Government
The government of Vietnam is giving more recognition to CCWG as a strong and pro-active network. CCWG is playing increased role in national consultation processes related to climate change where NGOs are able to bring voices and opinions from grass-root level and provide policy feedback. Building on the ground of the MOU with Department of Meteorology, Hydrology and Climate Change, CCWG continues to move the action plan forward, focusing on filing the gaps in policy at national and provincial levels, and fulfilling the needs of most vulnerable groups.

CCWG also develops partnership with other ministries and relevant stakeholders including Ministry of Agriculture and Rural Development (MARD), Ministry of Planning and Investment (MPI), UN organizations and donors. This multi-stakeholder engagement creates better understanding among NGOs, government agencies and others, as a result, creating more favourable condition for NGOs' work at local and higher levels.

Ha Thi Quynh Nga is currently the Coordinator and Secretariat for the Vietnam NGO Climate Change Working Group (CCWG) and Disaster Management Working Group (DMWG). She is in charge of the Southern Voices Capacity Building Programme at CARE International in Vietnam where she focuses on networking and advocacy. Also, she takes overall management on the implementation of the Joint Advocacy Strategy co-developed by CCWG and DMWG and its Action Plan.
